Colorado Employer Benefit Trust (CEBT)
Contact: Jim Hermann
The Colorado Employer Benefit Trust (CEBT) is a multiple employer health benefit trust providing medical, dental, vision, and life benefits for public employers and their employees. The goal of the Trust is to spread the risk of adverse claims over a large base of members, minimize administrative costs, and provide exceptional service. The participating groups benefit from predictable overall claims experience and low administrative costs resulting in rates that consistently outperform the market. Since its founding in 1980, CEBT has grown to approximately 35,000 members from nearly 400 public entities. The Trust is governed by a Board of Trustees made up of representatives from the participating employer groups.
CEBT has developed substantial reserves to assure long term financial stability. The Trust has $240 million in annual premium deposits with approximately $78 million in total assets. This financial security is further enhanced by purchasing stop loss insurance to protect against unusually large claims.
The Trust Administrator, Willis Towers Watson (WTW), is the broker and consultant for CEBT. WTW handles the day-to-day operations, eligibility, proposals, claims and service requests for the participating groups and members.

CollegeInvest is Colorado’s 529 Savings Program, the only 529 plan to offer a state income tax deduction for Colorado taxpayers who make contributions to any of our plans. Under the State Department of Higher Education, we are proud to offer families one of the broadest choices of savings plans in the country. Our plans will help your money grow federal and state tax-free when used for specific expenses, including tuition, room, and board.
Our Employer Department speaks directly to HR professionals and business leaders across the state about offering saving plans to employees in the workplace as a free voluntary benefit to help boost employee retention and workplace wellness. That includes hosting info sessions (in-person or virtually) to talk about college costs, the nuts and bolts of a 529 plan, and how to open one. During these sessions, our team will provide lunch, and all attendees receive free $25 starter accounts. We’ll also participate in benefits/wellness fairs. For more information, please visit our CollegeInvest Employer Page.
