Presenter(s):

Dr. Lamont Browne, MGT Consulting
Dr. Lamont W. Browne has 20 years of experience working as a change agent for society and organizational improvement in various communities and organizations. He currently serves as the Vice President for Diversity, Equity, and Inclusion Solutions for MGT, a social impact-driven national public-sector consulting firm .
Prior to this work, Dr. Browne worked as a public school educator serving as a math teacher, principal, adjunct professor, district administrator, and charter school CEO. His primary focus is helping people and their organizations achieve results that matter by developing high-functioning teams who work collaboratively to implement strategic systems that enhance organizational performance - particularly for the advancement of traditionally marginalized peoples and communities.
A nationally recognized leader in education, Lamont has won numerous awards for his leadership, including the prestigious Ryan Award, presented by the Accelerate Institute for demonstrating exceptional leadership in closing the achievement gap in urban K-12 schools. He has earned a Bachelor's degree (Business Administration), Master's degree (Education), and Doctoral degree (Education Administration and Policy) from the University of Delaware and a Master’s degree in Business Administration from the University of Colorado.
David Kitchen, HR Director, Lehi City, Utah
David Kitchen is the current HR Director for Lehi City, Utah. David found his career passion in public sector HR along stops of in higher education, state government, and most recently with local governments. He has served as Chapter President and Board member of the IPMA-HR Utah Chapter and a current Board Member of the Western Region of IPMA-HR. While his mind is not racing on work projects or for IPMA-HR or his side hustle, he loves to spend his free time with his wife and three boys working on projects around the home, having family movie nights, reading great books, and doing challenging puzzles.
Allyson Schmidt, HR / Military Professional
Allyson Schmidt is the current Human Resources Director for a Medical Brigade and was previously the HR Director at the Fort Carson Evans Army Community Hospital. Allyson has over 13 years of leadership and human resources experience. She earned her Bachelor of Science degree from the United States Military Academy and her Master’s in Strategic Human Resource Management from the University of Denver.
Allyson moved this past summer from Colorado to Washington State with her husband and two kids but still enjoyed participating virtually in IMPA-HR Colorado.
Amber Moreno, HR Director, Town of Parker
Amber Moreno is the Human Resources Director for the Town of Parker in Parker, Colorado. Amber has over 15 years of comprehensive human resources experience in the public, private, and nonprofit sectors. She earned her Bachelor of Science degree in Marketing from Oklahoma State University and her Master’s in Human Resource Management from Colorado State University – Global Campus. Amber holds a Senior Certified Professional designation from the Society for Human Resources Management.
Making a recent move from Northeast Oklahoma, Amber, her husband, and their three boys are busy enjoying the active Colorado lifestyle!
Tamara Dixon, HR Director/Chief Diversity Officer, City of Northglenn
Tamara Dixon is currently the Human Resources Director and Chief Diversity Officer for the City of Northglenn, in Northglenn Colorado. She has worked in the private and public sectors for Parson Consulting, City and County of Denver, City of Lone Tree, City of Wheat Ridge and Town of Parker, and as an adjunct professor for the University of Colorado at Denver. Ms. Dixon has spent her 20 year career being a customer service practitioner, adept trainer, organizational development expert, and human resources specialist. Her areas of expertise include diversity, equity and inclusion, culture change initiatives, performance management, leadership training, strategic planning, and retreat facilitation.
Tamara holds her bachelor’s degree in Political Science (BS) from Tuskegee University, Master’s Degree in Public Administration (MPA) from Auburn University (WAR EAGLE!) and Senior Certified Professional designation from both the International Public Management Association for Human Resources (IPMA-SCP) and the Society for Human Resources Management (SHRM-SCP). She is past-President of the Western Region IPMA-HR and is the current elected Western Region representative for the IPMA-HR Executive Council. As part of the Executive Council, she has co-chaired the Governance subcommittee, and chaired the By-Laws subcommittee.
Leadership and service is her passion and raising 12-year-old Sydney Olivia is her joy!
